Belle Isle is the nearest incorporated city to Orlando’s center, about 7 miles away, and Winter Park and Maitland are the nearest cities of more than 5,000 people after Belle Isle inside Orange County, about 14 and 17 miles from the Census Bureau’s center point for Orlando. (St. Cloud and Kissimmee are slightly closer but are in Osceola County, with a different county government and school district.) Because all four cities on this page are in Orange County, they share the same county and school district tax rates, so the city rate and city services are what differ.

What this means for you

  • Same county, same school district. All four pay Orange County’s 4.4347-mill countywide rate and the Orange County School Board’s 6.449 mills (2025).
  • City rates differ by about 2.6 mills, from 4.0923 in Winter Park to 6.65 in Orlando, for the 2025 tax year. On $300,000 of taxable value, 1 mill is $300 a year.
  • Schools follow the street address. Parts of Winter Park and Maitland are zoned for Edgewater High, an Orlando school, and some Orlando homes are zoned for Winter Park High.

Property tax rates

Florida rates are in mills: $1 of tax for every $1,000 of taxable value. All figures below are for the 2025 tax year (the bills mailed in the fall of 2025), the latest year the state’s data covers for every city.

City City operating rate (mills) City voted debt rate (mills)
Orlando 6.6500 None listed
Belle Isle 4.7845 None listed
Winter Park 4.0923 0.2062
Maitland 5.0465 0.1960

The operating rates are from the Department of Revenue’s 2025 municipal report. Winter Park’s voted debt rate is from its millage ordinance for fiscal 2025-26, which pays for general obligation bonds voters approved in 2016. Maitland’s is from its proposed fiscal 2025-26 budget summary. Belle Isle’s rate rose from 4.4018 mills for 2024 to 4.7845 for 2025, the state’s report shows; the other three cities’ rates did not change between the two years.

The library district, the water management district and any special district add smaller amounts, and your TRIM notice lists each levy for your parcel. For the City of Orlando’s 2026-27 budget, the city proposed keeping 6.65 mills; details are in our property taxes guide.

Homestead exemption. Florida sets it, so it is the same in all four cities: up to $50,000 off a homestead’s taxable value, with the Save Our Homes cap on yearly increases, the Department of Revenue says. Cities may also grant an additional senior homestead exemption. The state’s 2025 municipal report shows senior exemption value on the rolls in Orlando, Winter Park and Belle Isle and none in Maitland.

High schools

All four cities are in Orange County Public Schools. The high school depends on the address. For Orlando, the shares below are of the city’s issued residential addresses; for the three smaller cities, they are shares of each city’s land area within Census city limits, sampled against the district’s 2026-27 zone layer.
